The Governance of Climate Change in Semarang: Past, Present and Future

Abstract

This paper discusses climate change governance at the city level. A particular emphasis is given to build city resilience from multilevel governance perspective. It focusses on the current state of climate change governance in the City of Semarang and the extent of Semarang’s development projection in the next five years (by 2021) accommodate changes towards multilevel climate change governance. The initial draft of the Mid-term Development Plan of Semarang City 2016-2021 is examined. Interviews with members of city team or city task force on climate change were conducted to support this analysis. This study suggests multilevel governance has facilitated effort to build more resilient city from climate change. Drawing from Semarang case study, multilevel governance is needed to leverage funding access for adaptation and mitigation, to accelerate climate change mainstreaming in wider urban sectors, and to establish a better knowledge management. ACCCRN’s legacy in governing climate change in Semarang needs to be maintained by the city government.
